Background History of the College

Woizero Siheen Polytechnic College was established in 1922 E.C as an elementary school in Dessie (Ethiopia, South Wollo) by Woizero Siheen Michael,

W/ro Siheen Michael's school was built by W/ro Siheen Michael, the daughter of King Michael, in 1922 on the property given to her by her father in Salaish with a cost of 25,000. This makes it one of the first schools established in the modern history of education in our country. For the past 95 years, it has gone through various stages of development and has reached its current status as a polytechnic. In these times, it is an educational institution where citizens who have gained great fame in music, politics and economy, whether nationally or internationally. The short text presented here in chronological order tells the same story. In 1920, W/ro Siheen Michael gave 25,000 birr from herself and her own estate to her son after her death. Two years later, in 1922, it was established in 4 classrooms in Salaish area of Dessie City. In 1939, due to the increase in the number of students, a new building containing a number of classrooms was built and moved to the current main campus. At that time, it received and taught students from 1st to 8th grade. It was Asfawesen Haileslase, the grandson of Siheen Michael, the grandson of Algawarash Merd Azmach, who laid the foundation stone for the school to be built in the place where the main campus is now. In 1950, it was upgraded to a secondary school. The number of students accepted for secondary education reached 63. In 1953, the first 12th graders sat for the Secondary Leaving Examination (London GCA Examination). In 1953, Etege Menen / daughter of Siheen Michael/ built a building for vocational training for 160,000 birr. At this time, it was not enough to teach students in the field of knowledge education, so besides knowledge education, training in teaching, agriculture and practical skills was started. . This made the school the first comprehensive secondary school in the country. In 1956, the students who completed their 1st grade education began to obtain diplomas by taking 2 years of vocational training in various fields. This situation continued until 1976. In 1972, the name of the school was changed to February 66 General 2nd Secondary School, then February 66 General Technical and Vocational School. In 1980, It started providing technical and vocational training in 10+3. In 1977, students who completed their 1st grade education with good results started training for 2nd level certificate in various professional fields. This situation continued until 1980. After this, the training period was increased from 2 years to 3 years. In 1984, the name of the school was changed to W/ro Siheen General Technical and Vocational School. In 1992, in addition to the types of vocational training that were being offered, the construction training sector was opened. In 1993, it became a full technical and vocational institute. In 1994, the name of the school was changed to W/ro Siheen Technical and Vocational Institute, and it started to graduate with certificate level by providing 10+1 and 10+2 trainings in various fields of training. In 1996, the institute merged with Dessie Technical and Vocational Institute. In 1996, the institute began to receive and train female trainees from various areas in the field of health extension. The career fields reached 19. In the year 2000, the institution was merged with Dessie Business and Management College and the name was changed to W/ro Siheen Technical and Vocational Education and Training College. In 2003, the college was upgraded to W/ro Siheen Polytechnic College. Training is provided from level 1 to 5 in 9 main training areas and more than 56 professions in five campuses (5) until January 2016. It has trained more than 60,000 trainees. As it meets the ISO 9001:2008 standards in the service it provides to customers, it received quality management certification in 2007 through the Ethiopian Standards Agency. From that time until now, the agency has conducted surveillance audits every year to ensure that the standards are maintained. This shows that the college meets the service delivery standards. It has also implemented ISO 19011:2015 and is in the process of obtaining the certification. Since the introduction of Kaizen philosophy to our country, all training shops and work units have been organized in Kaizen. By providing industrial extension services to micro and small enterprises engaged in various fields of work in the four support frameworks of operations, skills, attitudes and economics. We are creating a capacity that allows them to grow into a medium industry beyond raising their potential. W/ro Siheen Polytechnic College is a commercial and consulting company that has designed and worked on various projects to increase internal financial capacity, one of which is an animal husbandry company. የወ/ሮ ስኂን ት/ቤት በንጉሥ ሚካኤል ልጅ በወ/ሮ ስኂን ሚካኤል በ1922 ዓ.ም አማካይነት በደሴ ከተማ ሳላይሽ አካባቢ ነው፡፡ ወይዘሮ ስኂን ሚካኤል በራሳቸው መሬትና 25,000 ማርትሬዛ ብር ት/ቤቱ እንዲመሰረት አደረጉ፡፡ ይህም በሀገራችን ዘመናዊ የትምህርት ታሪክ ከተመሰረቱት የመጀመሪያ ትምህርት ቤቶች መካ›”ከል አንዱ ያደርገዋል፡፡ ላለፉት 95 ዓመታት በተለያዩ የዕድገት ደረጃዎች ውስጥ አልፎ አሁን ካለበት የፖሊቴክኒክ ኮሌጅ ደረጃ ላይ ደርሷል፡፡ በነዚህ ጊዜያት በሀገር አቀፍም ይሁን በዓለም አቀፍ ደረጃ በኪነ-ጥበብ፣ በፖለቲካ፣ በኢኮኖሚ፣ በሳይንስና ቴክኖሎጅ ዘርፎች ትልቅ ዝናን ያተረፉ ዜጎች የተገኙበት የትምህርት ተቋም ነው፡፡ ከዚህ ቀጥሎ በዘመን ቅደም ተከተል የቀረበው አጭር ጽሑፍ ይህንኑ ታሪክ ያሳያል፡፡ የወ/ሮ ስኂን ት/ቤት አመሰራረትና እድገቱ፡ በ1922 ዓ.ም በንጉስ ሚካኤል ልጅ ስኂን ሚካኤል በደሴ ከተማ ሳላይሽ አካባቢ በሚገኘውና አሁን ‹‹ንጉስ ሚካኤል ት/ቤት›› ተብሎ በሚጠራው ቦታ እንደተመሰረተ ይታወቃል፡፡ በ1939 ዓ.ም የተማሪ ቁጥር በመጨመሩ ምክንያት ቁጥራቸው በርከት ያሉ መማሪያ ክፍሎችን የያዘ አዲስ ሕንፃ ተገንብቶ አሁን ወዳለበት ቦታ (ስኂን ካምፓስ) ተዛወረ፡፡ በዚህ ወቅት ከ1ኛ - 8ኛ ክፍል ተማሪዎችን ተቀብሎ ያስተምር ነበር፡፡ እዚህ ቦታ ላይ ትምህርት ቤቱ አንዲሰራ የመሰረት ድንጋይ የጣሉት የወ/ሮ ስኂን ሚካኤል የልጅ ልጅ አልጋወራሽ መርዕድ አዝማች አስፋወሰን ኃይለስላሴ ናቸው፡፡ በዚህ ወቅት 15 ተጨማሪ የመማሪያ ክፍሎች ተሰሩ፡፡
በ1950 ዓ.ም ወደ ሁለተኛ ደረጃ ት/ቤት ከፍ አለ፡፡ የሁለተኛ ደረጃ ትምህርት ለመስጠት የተቀበላቸው ተማሪዎች ቁጥርም 63 ነበር፡፡
በ1953 ዓ.ም የመጀመሪያዎቹ የ12ኛ ክፍል ትምህርታቸውን ያጠናቀቁ ተማሪዎች ለሁለተኛ ደረጃ መልቀቂያ ፈተና (ለለንደን ጂ.ሲ.ኤ. ፈተና) እንዲቀመጡ ተደረገ፡፡
በ1953 ዓ.ም እቴጌ መነን (የስኂን ሚካኤል ልጅ) ለተለያዩ የሙያ ሥልጠናዎች የሚያገለግል ሕንፃ (አሁን ላይ የሜታል ማኑፋክቸሪንግ ስልጠና የሚሰጥበት ግቢ (ቮኬሽናል ግቢ)) በ16ዐ,ዐዐዐ ብር አስገነቡ፡፡ በዚህ ወቅት በቀለም ትምህርት ዘርፍ ብቻ ተማሪዎችን ማስተማር በቂ ሆኖ ባለመገኘቱ ከቀለም ትምህርት ጐን ለጐን በመምህርነት ሙያ፣ በእርሻና ተግባረ-ዕድ ሙያወች ስልጠና መሰጠት ተጀመረ፡፡ ይህ ሁኔታ ትምህርት ቤቱን በሀገሪቱ የመጀመሪያው አጠቃላይ 2ኛ ደረጃ ትምህርት ቤት እንዲሆን አድርጐታል፡፡ በ1956 ዓ.ም የስኂን ት/ቤት የሙዚቃ ባንድ ተቋቋመ፡፡ ባንዱ ሲቋቋም 40 ተማሪዎች የነበሩ ሲሆን መምህሩም ሚ/ር ሮናልድ ቤል የተባለ አሜሪካዊ ነበር፡፡
በ1956 ዓ.ም የ1ዐኛ ክፍል ትምህርታቸውን ያጠናቀቁ ተማሪዎች የ2 ዓመት የሙያ ሥልጠና በተለያዩ መስኮች በመውሰድ ዲኘሎማ ማግኘት ጀመሩ፡፡ ይህ ሁኔታ እስከ 1976 ዓ.ም ቀጠለ፡፡
በ1970 ዓ.ም የት/ቤቱ ስም የካቲት 66 አጠቃላይ 2ኛ ደረጃ ት/ቤት፤ ከጥቂት ጊዜ በኋላም የካቲት 66 የቀለም፣ ቴክኒክና ሙያ ትምህርት ቤት ተባለ፡፡
በ1977 ዓ.ም የ1ዐኛ ክፍል ትምህርታቸውን በጥሩ ውጤት ያጠናቀቁ ተማሪዎች በተለያዩ የሙያ መስኮች ለ2ኛ ደረጃ ሠርቲፍኬት ሥልጠና ጀመሩ፡፡ ይህም ሁኔታ እስከ 198ዐ ዓ.ም ቀጠለ፡፡ ከዚህ በኋላ የሥልጠናው ጊዜ ከ2 ዓመት ወደ 3 ዓመት ከፍ አለ፡፡
በ1984 ዓ.ም የት/ቤቱ ስም ወ/ሮ ስኂን የቀለም፣ ቴክኒክና ሙያ ት/ቤት ተብሎ ተሰየመ፡፡
በ1992 ዓ.ም ሲሰጡ ከነበሩት የሙያ መስኮች በተጨማሪ ኮንስትራክሽን ዘርፍ መሰጠት ጀመረ፡፡
በ1993 ዓ.ም ሙሉ በሙሉ ቴክኒክና ሙያ ተቋም ሆነ፡፡
በ1994 ዓ.ም የት/ቤቱ ስም ወ/ሮ ስኂን ቴክኒክና ሙያ ተቋም በሚል እንዲጠራ ተደርጐ በተለያዩ የሥልጠና ዘርፎች በመደበኛና በማታ መርሃ ግብሮች የ1ዐ+1 እና 1ዐ+2 ሥልጠናዎች በመስጠት በሰርቲፍኬት ደረጃ ማስመረቅ ጀመረ፡፡
በ1996 ዓ.ም ተቋሙ ከደሴ ቴክኒክና ሙያ ተቋም ጋር ተቀላቀለ፡፡
በ1996 ዓ.ም ተቋሙ በጤና ኤክስቴንሽን ሙያ ከተለያዩ አካባቢዎች የመጡ ሴት ሠልጣኞችን ተቀብሎ ማሰልጠን ጀመረ፡፡ የሙያ መስኮቹም 19 ደረሱ፡፡
በ2ዐዐዐ ዓ.ም ተቋሙ ከደሴ ቢዝነስና ሥራ አመራር ኮሌጅ ጋር ተዋህዶ ስያሜው ወ/ሮ ስኂን ቴክኒክና ሙያ ትምህርትና ሥልጠና ኮሌጅ በሚል ተቀየረ፡፡
በ2003 ዓ.ም የወ/ሮ ስኂን ቴክኒክና ሙያ ትምህርትና ሥልጠና ተቋምን፤ የደሴ ቢዝነስና ሥራ አመራር ኮሌጅን እና የደሴ ሙያ ማሰልጠኛ ተቋምን በማዋሃድ ወደ ፖሊቴክኒክ ኮሌጅነት ደረጃ አደገ፡፡
ኮሌጁ አሁን ያለበት ሁኔታ፡
ኮሌጁ ከ2003 ዓ.ም ጀምሮ ከደረጃ 1 እስከ 5 በቀንና በማታው ፕሮግራም ያሰለጠነ ሲሆን 2013 በጀት ዓመት በ9 ዋና ዋና ስልጠና ዘርፎችና ከ50 በሚበልጡ የሙያ ደረጃዎች በቀንና በማታ ፕሮግራም ከ6000 በላይ ሰልጣኞችን ተቀብሎ የኮሮና ወረርሽኝን ታሳቢ ባደረገ አሰራር አሰልጥኗል፡፡ ዋና ዋና የስልጠና ዘርፎቹም ብረታ-ብረት ምህንድስና፣ ኮንስትራክሽን፣ አውቶሞቲቭ፣ IT፣ ኤሌክትሪካል ኤሌክትሮኒክስ፣ ባህል ሆቴልና ቱሪዝም፣ ጨርቃ-ጨርቅ እና አልባሳት፣ እንጨት ስራ እና ከተማ ግብርና ናቸው፡፡ አዳዲስ የስልጠና ዓይነቶች ሲከፈቱ ወይም የነበሩት የሚዘጉ ከሆነ የገበያ ፍላጎት ጥናት ተሰርቶ ነው፡፡ ከመደበኛ ስልጠናው በተጨማሪ በ10 ሺህዎች ለሚቆጠሩ ዜጎች በተለያዩ ሙያዎች በአጫጭር ስልጠና ያለክፍያ ተጠቃሚ ተደርጓል፡፡ ትምህርትና ስልጠናው በመማሪያ ክፍሎች፣ ላቦራቶሪዎችና ወርክሾፖች ከሚሰጠው የተግባርና የፅንሰ-ሀሳብ ስልጠና በተጨማሪ በትብብር ስልጠና የታገዘ ነው፡፡ በስልጠና ሂደት ላይ ሰልጣኞች ከአንዱ ደረጃ ወደቀጣዩ ደረጃ ለመሸጋገር በሙያ ብቃት ምዘና ተመዝነው ብቁ መሆን ይጠበቅባቸዋል፡፡
ኮሌጁ በ2013 በጀት ዓመት ከ340 የሚበልጡ አሰልጣኝ መምህራንና አስተዳደር ሰራተኞች እንዳሉት ይታወቃል፡፡ በኮሌጁ ካይዘንና ISO የተሰኙት የጥራት ስራ አመራር ስርዓቶችም ከ2004 ጀምሮ በኮሌጁ ተግባራዊ ተደርገዋል፡፡ በአጠቃላይ ከ1994 ዓም ማለትም ኮሌጁ ሙሉ ለሙሉTVET ከሆነበት ጊዜ ጀምሮ እስከ 2013 ድረስ ከ53 ሺህ በላይ ሰልጣኞችን በቀንና በማታ ፕሮግራም አሰልጥኖ አስመርቋል እንዲሁም በ2014 ዓ.ም 928 ሰልጣኞችን አስመርቋል፡፡
በ2014ዓ.ም በወራሪው ሀይል ምክንያት 103,917,820 ብር በላይ የሚገመት የኮሌጁ ንብረቶች ላይ ውድመት የደረሰ ሲሆን በተለይ ደግሞ መጠኑ በገንዘብ ሊተመን የማይችል የቤተ መንግስቱ ታሪካዊ ቁሶች ተዘርፈዋል፡፡ወድመዋል፡፡
በ2015ዓ.ም ከ2ሺህ200 በላይ ሰልጣኞችን ያሰለጠነ ሲሆን በ2016ዓ.ም የመማር ማስተማር ስራውን በተሳለጠ ሁኔታ በማካሄድ 854 ሰልጣኞችን አስመርቋል::በ2017 ዓ.ም ደግሞ 1ሺህ610 ሰልጣኞችን በቀንና በማታ መርሃግብር በማሰልጠን ላይ ነው፡፡
ኮሌጁ ከመደበኛ ስራዎች በተጨማሪ በበርካታ ማህበረሰባዊ እና በጎ አድራጎት ስራዎች ላይ ይሳተፋል፡፡ መንግስታዊና መንግስታዊ ያልሆኑ ተቋማትን፣ የተለያዩ ህብረተሰብ ክፍሎችን አቅም በፈቀደ መጠን በቁሳቁስ፣ በሙያዊ ስልጠና፣ በአደረጃጀትና በአሰራር ድጋፍ አድርጓል፡፡ በክልሉ ለሚገኙ ተፈናቃዮች፣ ለፀጥታ አካላት፣ ለኮሮና ወረርሽኝ መከላከል፣ ለአረጋውያንና የኔቢጤዎች፣ ለጅብሩክ ልብስ ሰፊዎች ማህበር ከ1.5 ሚሊዮን ብር በላይ ግምት ያለው የገንዘብ እና የቁሳቁስ ድጋፍ የሚሉት ኮሌጁ ካደረጋቸው በጎ ተግባራት ውስጥ ነው፡፡

ሆጤ ካምፓስ፡- የኮንስትራክሽን ዘርፍ ማሰልጠኛ እና የማምረቻ ዩኒትን የያዘ
መርሆ ካምፓስ (የቀድሞው የአልጋወራሽ ቤተ-መንግስት የነበረና በኋላም ቢዝነስ ኮሌጅ የተመሰረተበት)፡- የIT ስልጠና ዘርፍ ማሰልጠኛ ፤
ዳውዶ ካምፓስ (የቀድሞው SDC ተቋም)፡- የአውቶሞቲቭ፣ እንጨት ስራ ዘርፎች ማሰልጠኛ ናቸው፡፡
በሌላ በኩል በደሴ ከተማና አጎራባች ወረዳዎችለሚገኙ ኢንተርፕራይዞች በኮሌጁ አሰልጣኝ መምህራን አማካኝነት ሙያዊ ድጋፍና ስልጠና ይሰጣል፡፡ በአጠቃላይ ኮሌጁ ካለው ታሪክ፣ ዝና እና አቅም አኳያ አሁን ባለበት ደረጃ ተወስኖ የሚቆም አይደለም፡፡ ክብሩንና አቅሙን ይመጥነው ዘንድ ወደቴክኖሎጅ ኢንስቲትዩት (ዩኒቨርሲቲ) ለማደግ ኮሌጁ ራዕይ አንግቦ እየሰራ ይገኛል፡፡ በቀጣይ ዓመታትም የሳይንስና ከፍተኛ ትምህርት ሚኒስቴር ወደቴክኖሎጅ ዩኒቨርሲቲ ለማሳደግ በእጩነት 10 ኮሌጆችን የያዘ ሲሆን ወ/ሮ ስኂን ፖሊቴክኒክ ኮሌጅም ይህን እድል ለማግኘት አበክሮ እየሰራ ነው፡፡
